Housing Choice Vouchers
The Housing Choice Voucher (HCV) program, formerly known as the Section 8 program, is a government service provided at no cost to participants. As vouchers become available, the Benton Public Housing Authority (BPHA) selects applicants from its waiting list and screens them to determine program eligibility.
How the Program Works
- Waiting List Selection: When funding becomes available, BPHA pulls names from the active waiting list.
- Eligibility Screening: Applicants must meet established income guidelines and pass a criminal background check.
- Voucher Issuance: Families who qualify are issued a voucher that allows a portion of their rent to be paid directly by BPHA and the U.S. Department of Housing and Urban Development (HUD).
- Rental Assistance: Participants are responsible for paying their portion of the rent, while BPHA/HUD subsidize the remaining approved amount.
Background Checks & Screening
- Criminal Background Checks: BPHA conducts criminal background checks on all household members 18 years of age or older.
- Income Verification: All household members' income is verified to ensure compliance with program limits.
- Household Eligibility: Every member of the applicant household must meet program requirements before a voucher is issued.
Important Information for Property Owners
Property owners are encouraged to implement and follow their own tenant screening policies for all prospective renters, including Housing Choice Voucher holders. Participation in the program does not replace a landlord's responsibility to screen applicants according to their standard rental criteria.
The HCV program helps eligible families secure safe, decent, and affordable housing while maintaining program integrity through consistent screening and oversight.
