HCV Specialist
Position: Full-Time Housing Choice Voucher (HCV) Specialist

The Housing Choice Voucher (HCV) Specialist is responsible for administering the daily operations of the Housing Choice Voucher Program in accordance with HUD regulations, the Public Housing Authority (PHA) Administrative Plan, and applicable local and federal laws. This role ensures timely and accurate eligibility determinations, rent calculations, lease approvals, and reexaminations while providing exceptional service to landlords, tenants, and applicants.
Duties and Responsibilities
· Conduct applicant intake, eligibility determination, and annual/interim reexaminations.
· Verify income, assets, and household composition in compliance with HUD regulations.
· Calculate Total Tenant Payment (TTP), Housing Assistance Payment (HAP), and Utility Allowances.
· Issue vouchers and conduct program briefings for new participants and movers.
· Review Requests for Tenancy Approval (RFTA), complete rent reasonableness determinations, and prepare HAP contracts.
· Coordinate Housing Quality Standards (HQS) inspections and monitor compliance results.
· Maintain accurate, organized case files and ensure all documentation meets HUD audit standards.
· Process terminations, moves, transfers, and portability actions.
· Respond to participant and landlord inquiries regarding program rules, obligations, and payments.
· Maintain accurate data in HUD systems (EIV, PIC) and internal housing management software (MRI, Lindsey, Tenmast, Emphasys, HAB).
· Assist with informal hearings, audits, quality control reviews, and file monitoring.
· Support outreach and landlord recruitment activities to increase affordable housing opportunities.
· Stay current with HUD regulations, PIH Notices, and program updates.
Knowledge, Skills, and Abilities
· Knowledge of HUD regulations (24 CFR Part 982) and PHA Administrative Plan.
· Strong analytical and mathematical skills for rent and income calculations.
· Ability to interpret and apply complex federal, state, and local regulations.
· Excellent written and verbal communication skills.
· High attention to detail, accuracy, and documentation.
· Proficient in Microsoft Office Suite and housing management software systems.
· Strong customer service and conflict resolution skills.
· Ability to maintain confidentiality and professional integrity.
Education and Experience
· Associate degree in Business, Public Administration, or a related field (Bachelor's preferred).
· Minimum two (2) years of experience in housing, case management, or a related field.
· HCV Specialist Certification or ability to obtain within twelve (12) months of hire.
· Prior experience with HUD housing programs and EIV/PIC systems preferred.
